POSITION DESCRIPTION:
The SAI/JROTC Instructor's responsibilities are based on functions and responsibilities found in Cadet Command Regulation 145-2 (CCR 145-2), JROTC Program of Instruction (POI), Memorandums For Record (MFR), Policy and Procedures Updates issued by United States Army Cadet Command (USACC), PCPS Teacher Evaluation System, and Policy Regulations and Guidance announced by the Petersburg City Public Schools. The SAI/JROTC Instructor will meet and continue to maintain the eligibility and qualification standards of CCR 145-2, for the Instructor position. Additionally, SAIs must demonstrate a thorough knowledge of JROTC subjects, effective performance as an Instructor, and the ability to function well as an Instructor in JROTC within the PCPS system. The attainment of the requirements may be reflected in the Instructor's school evaluation, semi-annual counseling, or other records. SAI must complete annual training, as directed by USACC or the PCPS. Candidates for the SAI position must have a Bachelor's Degree. Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet education requirements. SAI will be certified as a JROTC Instructor prior to being hired, and will remain current on all training and Instructor/Teacher certifications required by USACC and the PCPS, during his/her tenure of employment. Instructors will attend USACC conducted training and to receive recertification every five years. SAIs will report to the Administrators at the school to which assigned, and the Manager, JROTC, PCPS. SAI/JROTC Instructor will maintain proficiency in his/her assigned craft, and keep abreast of the latest technology and methods of teaching, and remain a cost-shared vice a non-cost-shared school district employee.
MINIMAL QUALIFICATIONS:
Individual applying for the Senior Army Instructor position must be a U.S. Army Commissioned Officer (Retired), Warrant Officer (Retired), or Noncommissioned Officer (Retired). (Noncommissioned Officers must possess a four year degree, and obtain a "wavier" or "exception to policy" to fill the SAI position.) Individual must possess a Bachelor's degree from an accredited institution, and a JROTC Initial Qualification Training (JIQT) Certificate from United States Army Cadet Command.
SAI must be passionate about closing the achievement gap and ensuring that every child, regardless of background or circumstance, receives an excellent education and is exposed to exciting training opportunities. SAI must be able to coach, mentor, and challenge others to excel despite obstacles and challenging situations. SAI must also possess the ability to communicate effectively and work cooperatively with Army Instructor, Cadets, school staff and administrators, diverse groups in schools, community and business partners. Likewise, the SAI must have demonstrated leadership qualities and personal characteristics necessary for working effectively with Students, Instructors, Teachers, Parents, Administrators, and the general public.
Furthermore, SAI must be comfortable with ambiguity and non-routine situations; perform additional duties as required by school Administrators, the DAI office, and USACC, to include but not limited to administrative duties, instructional operations in the schools, meet suspense dates on required / recurring reports, and conduct integrated-curricular activities as prescribed in CCR 145-2; remain current on all Instructor training and certification; and attend JCLC Summer Camp.
ESSENTIAL DUTIES and RESPONSIBILITIES:
The duties and responsibilities of the Senior Army Instructor include, but are not limited to the following:
Serve as the department chairperson and chief Instructor of the JROTC unit.
Report to the Principal, PCPS, at the school to which assigned, and to the Manager, JROTC, PCPS. (SAI will maintain good relations with school authorities).
In coordination with the senior school officials, will establish standard operating procedures relating to administration, control, and training of JROTC Cadets. These procedures will cover the appointment, promotion, and demotion of Cadet Officers and noncommissioned officers. The SOP must be approved by the senior school official.
Manage and conduct the JROTC unit according to school rules, regulations, and policies.
The SAI will advise school authorities on policy and regulation changes within CCR 145-2.
Maintain good relations with school authorities, faculty, and the student body.
Conduct a public affairs effort in the local area middle and elementary schools, among school community officials, civic groups, parent-teacher groups and other individuals or groups, designed to further the understanding of JROTC, the school and the Army.
Enroll students in JROTC and support school officials while executing the curriculum and the integrated extra-curricular activities. (Organize and maintain a Color Guard, Drill Team(s), Raider Team(s), Academic Team, and Marksmanship Team(s), IAW CCR 145-2).
Prepare weekly training schedules, post them in a location where Cadets can review and follow them. Teach Leadership Education and Training 1 through 4 (LET 1-4), (LET 1-8 where applicable because school is on "Block Schedule").
Maintain contact with parents of all Cadets experiencing academic or behavior problems
Ensure JROTC unit areas are neat and orderly; current chain of command photos, Cadet Creed, Core Abilities and Mission Statement are present; and all sensitive items are secured.
Maintain a current copy of DA Form 3126 and/or DA Form 3126-1, a completed service-learning checklist/rubric, a current copy of a bond/insurance certificate, and required JUMS reports.
Maintain accountability of all equipment, IAW AR 710-2, including items requiring formal accountability (i.e., air rifles), informal accountability (i.e., clothing) and durable items costing $5,000 or less (i.e., automation, computers, audiovisual) but still requiring property accountability. Failure to properly account for Government property could result in pecuniary liability or adverse action. If negligence is probable, the Instructor must initiate a DD Form 200, Financial Liability Investigation of Property Loss (FLIPL). Refer to AR 735-5 for instructions.
In no instance will an AI be higher rank than the SAI for that JROTC unit.
Participate in meetings and other professional activities.
Adhere to all school district and Army standards. Wear the appropriate military uniform when on-duty, serving as the SAI.
Perform all other duties and responsibilities as required to properly serve as the SAI, JROTC, and PCPS, to accomplish the mission.
Remain in compliance with the Weight Control Program.
LEAD BY EXAMPLE! Conduct yourself in a professional manner at all times.
Attend monthly Manager's Meeting according to schedule.
Additional Instructions and Considerations
Anyone in a non-cost-shared position must be fully funded by the school.
The Army Combat Uniform (ACU) may be worn to perform training functions. The current Army Service Uniform (ASU Blue) will be worn for any classroom functions or other non-training-related functions.
To be excused from attending JCLC, Instructors must receive a wavier form 4th Brigade.
Required training will include but not limited to Attending JSOCC certification and recertification training.
General Definition and Conditions of Work
The Senior Army Instructor performs work of Army JROTC instruction and training in the Petersburg City Public Schools. Work requires frequent standing, lifting up to 50 pounds, sitting, walking, running, exercising, verbal communication for expressing or exchanging ideas, hearing to perceive information at a normal spoken word level, traveling to and from school and training facilities, working some weekends, and visual acuity for preparing and analyzing written or computer data.
